NSW Government economic support
On 12 March 2020, the NSW Government announced the $2.3 billion Health and Economic Stimulus package to help to support jobs, businesses and the vulnerable in the face of the COVID-19 outbreak over the next six months. On 27 March 2020, the NSW Government further supplemented this with additional measures under the Health and Economic Stimulus Package 2.
Key measures of NSW Government economic support include:
- the Small Business recovery grant of up to $3,000 is available to help NSW small business and not-for-profits in industries highly impacted by COVID-19 to safely relaunch their operations. The grant can be used to cover expenses that will allow businesses and not-for-profits to safely re-launch, such as marketing and advertising expenses, making fit-out changes, training staff to work safely under the current health conditions, and to get financial advice. - Small Business Grants of up to $10,000 to support small businesses across NSW struggling to cope with the COVID-19 shutdown to fund unavoidable business costs such as utilities, overheads, legal costs and financial advice. For more information eligibility and to apply, visit Service NSW
- a $440 million six-month rental support package for residential and business tenants and landlords facing financial hardship due to COVID-19. This support package includes a six-month moratorium on landlords seeking to evict tenants due to rental arrears as a result of COVID-19, together with longer six-month restrictions on rental arrears evictions for those financially disadvantaged by COVID-19. - deferral of rents for six months for commercial and not-for-profit tenants with less than 20 employees in all Government properties
- deferral of payroll tax for business and organisations with payrolls over $10 million for six months (up to $4 billion deferred). Businesses and organisations with payrolls of $10 million or less received a three-month waiver on payroll tax in the first package. These businesses will now get an additional three-month deferral as well. Visit Revenue NSW for more information.
- creation of a $1 billion Working for NSW fund to sustain business, create new jobs and retain employees
- $395 million package to safeguard local council jobs, services and infrastructure, including $112.5 million to support a Council Job Retention Allowance of $1,500 per fortnight per employee to limit job losses in the NSW local government sector. The allowance will be paid for up to three months to qualifying staff working in the NSW local government sector
Australian Government economic support
As part of the Australian Government’s economic response to the COVID-19, the Australian Government has announced a number of stimulus packages designed to support jobs and the economy:
- On March 22, a combined $189 billion economic stimulus package which includes grants of up to $100,000 to eligible small and medium sized businesses, and not for-profits (including charities) that employ people, with a minimum payment of $20,000 was announced. The package includes $17.6 billion from the Government’s first economic stimulus package, $90 billion from the Reserve Bank of Australia and $15 billion from the Government to deliver easier access to finance, and $66.1 billion.
- On 30 March, $130 billion will be made available as part of the JobKeeper payment. The payment is designed to help keep more Australians in jobs and support businesses and organisations affected by the economic impact caused by the Coronavirus.
For eligible businesses and organisations, there is:
A fortnightly payment of $1,500 per eligible employee to subsidise their wage to help businesses and organisations paying their employees
Cash flow support for small and medium businesses and organisations
Up to $100,000 is available to eligible small and medium sized businesses, and not for-profits (including charities) that employ people, with a minimum payment of $20,000.
Temporary relief for financial stressed businesses
The Government is temporarily increasing the threshold at which creditors can issue a statutory demand on a company and the time companies have to respond to statutory demands they receive. The package also includes temporary relief for directors from any personal liability for trading while insolvent, and providing temporary flexibility in the Corporations Act 2001 to provide temporary and targeted relief from provisions of the Act to deal with unforeseen events that arise as a result of the Coronavirus health crisis.
Increasing the instant asset write-off
The instant asset write-off threshold has been increased from $30,000 to $150,000 for all businesses with a turnover less than $500 million.
Backing business investment
Businesses with aggregated turnover below $500 million, purchasing certain new depreciable assets after announcement and first used or installed by 30 June 2021, may be eligible for a deduction of 50 per cent of the cost of an eligible asset on installation, with existing depreciation rules applying to the balance of the asset’s cost.
Supporting apprentices and trainees
Small businesses employing fewer than 20 full-time employees, who retain an apprentice or trainee as at 1 March 2020 may be eligible for a wage subsidy of 50 per cent of the apprentice’s or trainee’s wage paid during the 9 months from 1 January 2020 to 30 September 2020, up to a maximum of $21,000 per eligible apprentice or trainee ($7,000 per quarter).
Coronavirus SME Guarantee Scheme
Small and medium sized businesses with a turnover of up to $50 million will be eligible to receive a maximum loan of $250,000.00 to be used as working capital, for up to three years, with an initial six month repayment holiday, in the form of unsecured finance (meaning that borrowers will not have to provide an asset as security for the loan). This will commence by early April 2020 and be available for new loans made by participating lenders until 30 September 2020.
Each year there are various grants provided by organisations and government departments which can provide much needed support and funds to nurture sporting talent, help build sports facilities and develop the industry as a whole.
Sport NSW monitors these available grants and provides a regularly updated full summary of grant programs available to the sport sector.
Many government agencies, as well as not-for-profits and private sector organisations offer grants that sport and active recreation organisations can access. Grants can be a good way of getting access to funding to improve operations, subsidise access for participants, run events and develop infrastructure. Each year the Office of Sport provides millions in government grants to nurture sporting talent, help build sports facilities and develop the industry as a whole.

Community Building Partnerships
The NSW Community Building Partnership program awards grants for community infrastructure projects.
The NSW Government is investing in infrastructure projects that deliver positive social, environmental and recreational outcomes, while promoting community participation, inclusion and cohesion.

Office of Responsible Gambling – Infrastructure Grants
The NSW Government offers grants to communities across NSW to support the building, renovation and fit-out of infrastructure. Funding is available for arts and cultural
infrastructure, sport and recreation infrastructure and projects that assist communities with essential infrastructure and disaster readiness.
Infrastructure Grants are made possible through the NSW Government’s Clubgrants Category 3 Fund, which reinvests a contribution from the state’s registered clubs gaming machine profits back into community projects.

Clubs NSW - ClubGRANTS
ClubGRANTS is one of Australia’s largest grant programs, providing more than $100 million in cash each year to a variety of worthy causes across NSW.
Charities, sporting organisations and not-for-profit community groups are among tens-of-thousands of worthy causes funded through the program each year.
Applicants should be aware that ClubsGRANTS funding is likely to reduce in the short term as a response to economic uncertainty and the fact that clubs are not trading.

Facebook Small Business Grants programme (COVID-19)
Facebook is providing US$100 million across 30,000 eligible small businesses in more than 30 countries where Facebook has a local office (Australia is included) through their Small Business Grants programme. To be eligible to apply, you must:
- Have between 2 and 50 employees
- Have been in business for over a year
- Have experienced challenges from COVID-19
- Be in or near a location where Facebook operates
