Program Function: The NSW Government recognises the critical role local sport infrastructure plays in keeping communities healthy, active and connected and so has committed $200 million to the Multi-Sport Community Facility Fund, of which just over $100 million was allocated for Round 2.

The Fund will deliver the best outcomes for the community by creating places and facilities that enable communities to enjoy and take part in sport.

The NSW Government is supporting local communities to future-proof infrastructure by funding universally designed and inclusive facilities that move beyond compliance and provide dignified inclusion for all.

The Fund will support the development of well-designed new and improved multi-sport infrastructure projects that will meet the current and future needs of the community.

The Fund will support the delivery of sport facility projects that can directly support sport participation across all levels and provide programs for those people in the community that need it most.

Program Term: Applications opened on 27 June 2022, closed on 2 September 2022 and grants were announced in November 2022. Projects are expected to commence by July 2023 with construction completed by 31 December 2025.

Applicants: A total of 83 applications were submitted for consideration, 39 of which were successful. The total amount awarded through Round 2 of the Multi-Sport Community Facility Fund is $102,600,129 for projects with a total value including co-contributions of $225,030,570.

Probity: The Office of Sport engages an independent probity advisor to oversee its grant programs. The role of the probity advisor is to ensure program administration satisfies probity principles of impartiality, fairness, accountability, confidentiality and achieves policy objectives. In doing this the probity advisor:

  • Reviews and provides feedback on key program documents
  • Provides clarifications to queries when required
  • Recommends management action for conflicts of interest and any other probity issues that arise
  • Attends assessment meetings to ensure, amongst other things, that assessment criteria are applied diligently, and the assessment is based on information provided by applicants.

With respect to this particular grant program, the probity advisor confirms the process was open and fair and there are no outstanding probity issues.

Source Agency: The NSW Office of Sport administered the Program on behalf of the NSW Government. Final decisions on the award of funding were made by the Minister for Sport.

BBB One Pty Ltd Sutherland Shire Council Repurpose Soccer fields to  multi-sports indoor pavilion and multi-purpose main-field. 5Sports, The Boulevarde, Caringbah, NSW 2229 The 5-Sports project will include the construction of an indoor multi-sport indoor pavilion over 2 of 5-Sports smaller playing courts with multi-use sports line marking to enable inclusiveness and all-weather participation. The indoor pavilion will be safer and primarily for females, elderly and people with disabilities. The project will also include the replacement of the main playing field turf with a multi-sport synthetic surface that will meet the playing and safety performances of FIFA, World Rugby, NRL and AFL from training to competition use. It will also be suitable for hockey training. $2,793,077.00
Eurobodalla Shire Council Eurobodalla Shire Council Hanging Rock Sporting Complex upgrade Hanging Rock Sporting Complex, Hanging Rock Pl, Batemans Bay, NSW 2536 The Hanging Rock Sporting Complex upgrade project will deliver a planned multisport upgrade to this popular regional facility in Batemans Bay. Football, AFL, cricket and athletics. Community events and activities will benefit from the relocation of a sporting amenities building allowing for full multi-field reconstruction, complete with LED field lighting and grey-water irrigation.

Fairfield City Council Fairfield City Council Endeavour Sports Park Netball and Multipurpose Courts Upgrade Endeavour Sports Park, 15 The Boulevarde, Fairfield West, NSW 2165 This project will deliver upgraded Netball and Multipurpose Courts at Endeavour Sports Park in Fairfield West. This includes 16 netball courts, a multi-purpose basketball court, and 3 volleyball/ badminton courts, meeting current dimension and run-off standards. The courts will be re-surfaced and line-marked. The lighting will be upgraded to 100 lux and spectator benches installed. $1,000,000.00
Yass Valley Council Yass Valley Council Murrumbateman Recreation Ground Multipurpose Amenities Facility Murrumbateman Recreation Ground, 19 East St, Murrumbateman, NSW 2582 Yass Valley Council will construct a new multipurpose amenities facility, centrally located within the Murrumbateman Recreation Grounds, which will provide facilities to support the multiple sporting groups and recreation ground users. $1,400,000.00
Mid-Western Regional Council Mid-western Regional Council Construction of Glen Willow Centre of Excellence Glen Willow Regional Sporting Complex, Pitts Ln, Putta Bucca, NSW 2850 A state of the art multi-purpose Centre of Excellence with accommodation facilities will be constructed at the premier Glen Willow Regional Sporting Complex located at Putta Bucca (Mudgee). The Centre of Excellence will include a communal building, two accommodation buildings and outdoor amenities that are designed to specifically meet the needs and requirements of female athletes, elite sporting teams and community groups.  $5,000,000.00
Nambucca Valley Connected Sharing Sport throughout the Region INC Nambucca Valley Council Bowraville Multi-Sport Hub Upgrade (BMSH) Hennessey Tape Oval Bowraville NSW, South Arm Rd, Bowraville, NSW 2449 BMSH upgrade builds on the concept of the Bowraville Connections Sports precinct: improving access for female participants and people with disability.  Includes upgraded changerooms, outdoor bowling green, covered seating, solar technology, storage, reconfigured/cricket nets/ field space, outdoor fitness equipment and walking paths.  $1,954,800.00
Wollongong City Council Wollongong City Council Helensburgh Park Multisport Facility Upgrade Helensburgh Park Multisport Facility Upgrade, 6 Walker St, Helensburgh, NSW 2508 The Helensburgh Park Multisport Facility Upgrade aims to support the ongoing aquatic and land based sports in the precinct through an upgrade of the Helensburgh Pool and addition of lighting on the adjoining natural turf field. $3,241,666.00
Northern Beaches Council Northern Beaches Council Warringah Recreation Centre upgrade Warringah Recreation Centre, Cnr Kentwell & Pittwater Rd, North Manly, NSW 2100 The Warringah Recreation Centre upgrade will deliver a new squash facility building with 3-6 indoor courts, public amenities, floodlights, change rooms, community storage, and 5 new synthetic tennis courts. The project will improve the standard of the multi-sport facility, enhance access, and grow local participation. $3,028,749.00
Griffith City Council Griffith City Council Hanwood Oval Sports Complex New Amenities Building Construction Hanwood Oval Sports Complex, 34-50 Yarran St, Hanwood, NSW 2680 Design and construction of a new 4 x change room amenities building to cater for both male and female participants as well as seniors and juniors, fully accessible unisex toilet, male and female toilets, a kiosk as well as a referees room and various storage/utility rooms.  $1,150,000.00
Bellingen Shire Council Bellingen Shire Council Connell Park Sports Precinct Redevelopment Project  Connell Park, 1149 Waterfall Way, Bellingen, NSW 2454 The project will provide critical infrastructure upgrades at the Bellingen Connell Park Sports Precinct which supports soccer, cricket, rugby league, netball, swimming, and archery. The project will see three netball courts upgraded from grass to hardcourt with new lighting installed, replacement of the existing pedestrian footbridge, safety upgrades at the pool, demolition of an existing clubhouse facility and construction of two new multi-sport facilities which will include unisex changerooms with toilet/shower facilities, a kiosk/canteen, storage and referee facilities.  $3,575,829.00

Police Citizens Youth Clubs NSW Ltd Hawkesbury City Council PCYC Hawkesbury – Sports Stadium and Amenities Upgrades PCYC Hawkesbury, 16 Stewart St, South Windsor, NSW 2756 Funding will enhance PCYC’s investment to the indoor stadium - with supply/fit-out of air-conditioning and stadium seating, and the larger facility – with amenity upgrades, youth hub build, and erection of solar energy generation and tree/gardens to the carpark region. $2,379,730.00
Bega Valley Shire Council Bega Valley Shire Council Pambula Sports Complex Multi-Sport Pavilion Building Pambula Sporting Complex, 190 Pambula Beach Rd, Pambula Beach, NSW 2549 Pambula Sports Complex Multi-Sport Pavilion Building will establish a regional sports hub for multiple sporting codes and community events. The proposed renewal of and improvement of the existing buildings with one central pavilion will considerably enhance the facilities for increased utilisation by sporting and community groups across the region.

AFL NSW/ACT Ryde City Council University Oval Upgrade University Oval, Culloden Rd, Macquarie Park, NSW 2113 The project will upgrade the existing changing amenities at University Oval in Macquarie Park to ensure they are appropriate for women’s community sport at all levels, and able to host elite female AFL matches. Works will include the installation of improved change areas, playing surface improvements, upgraded lighting to allow for AFLW night matches, community areas, match day amenities and media and broadcast facilities. $5,000,000.00
The Hills Sports High School Blacktown City Council Synthetic Field Upgrade with Running Track and Lighting The Hills Sports High School, 56 Best Rd, Seven Hills, NSW 2147 The project - resurfacing an existing synthetic grassed football field, adding a running track, upgrading change rooms, and provide sports lightin - will be delivered on the Hills Sports High School site (Seven Hills) enhancing opportunities for students on talented sports programs, and available for community use outside school hours. $1,192,000.00
Balmain & District Football Club Inner West Council B497 Community Multi-Sports Building Callan Park, Military Dr, Lilyfield, NSW 2040 The project allows the construction and fitout of a new multi-sport clubhouse which will be an anchor sports facility in Callan Park. The heritage listed B497 building will be adaptively re-used as the home clubhouse of the Balmain and District Football Club, along with usage by other codes and clubs.  $1,800,000.00
Club Marconi Ltd Fairfield City Council Marconi Fields 2 and 3 Upgrade Club Marconi, 121-133 Prairie Vale Rd, Bossley Park, NSW 2176 The project will install stadium lighting, fencing, netting and score boards on two synthetic pitches, improved driveway access and stormwater drainage and major remodeling of the changing rooms and associated areas to provide a more welcoming and safe sporting environment for female football participants as well as deaf and hearing impaired male and female participants (Deaf Football Australia).

Police Citizens Youth Clubs NSW Ltd Ryde City Council West Ryde Multi-Sports Facility – Stage II PCYC Extension West Ryde Multi Sports Facility, Winbourne St, West Ryde, NSW 2114 The development will feature a 4800sqm indoor facility with four multisport courts, 32 outdoor netball courts, communal outdoor areas and car/bicycle parking. PCYC NSW is seeking funding to extend the indoor stadium and construct an additional 2128sqm facility adjoining the West Ryde Multi Sports Facility to increase its capacity and functionality to offer a diverse program of both court sports and non-court sports and recreational activities. This Stage 2 facility expansion will include multi-purpose activity spaces, gymnastics, gym/fitness, amenities, meeting/education rooms, offices and storage. $4,051,248.00
Queanbeyan Palerang Regional Council Queanbeyan-palerang Regional Council Regional Sports Complex - Tiered Seating, Landscaping and Wayfinding Regional Sports Complex, Environa Dr, Environa, NSW 2620 This grant will create the opportunity for QPRC to purchase tiered seating to accommodate 200 people, an additional 200 seats to install on the concrete tiered seats, a custom-designed non-movable shaded tiered seating alongside landscaping and new pathways at the Regional Sports Complex

Richmond Valley Council Richmond Valley Council Queen Elizabeth Park Recreational Upgrade Queen Elizabeth Park, Hartley St, Casino, NSW 2470 Upgrade the recreational facilities at Queen Elizabeth Park. The project includes installation of fencing and bollards around sporting fields to improve safety, construction of park shelters to improve amenity and increase community meeting spaces, a new long jump facility and rugby league field improvements.  The proposed improvements will cater for user groups such as Junior and Senior Rugby League, Junior and Senior Cricket, Little Athletics, Archery, Parkrun, and AFL. $1,643,749.00
Tweed Heads Seagulls Rugby League Football Club Tweed Shire Council Tweed Seagulls Piggabeen Sports Complex Resilience and Accessibility Upgrade Piggabeen Oval, 15 Carramar Dr, Tweed Heads West, NSW 2485 This project has been developed to build durability, accessibility and resilience for increased year-round usability of the Pigabeen Sporting Complex, a multi-sporting field and multi-use community recreation space. The project will also assist with improving the ground and general amenities in order to meet the NRL state training and playing standards and building the general capacity of the Complex to meet community expectations. $1,686,629.00
Ku-ring-gai Council Ku-ring-gai Council Hassall Park Upgrade Works Hassall Park, 352 Mona Vale Rd, St Ives, NSW 2075 Hassall Park Upgrade Works will improve the amenity and access to this important community open space facility. Works will include both sustainability and accessibility improvements such as perimeter paths, fitness equipment, improved wayfinding and entries, LED lighting, accessible toilets, improved sports facilities, upgraded parking and water harvesting initiatives. $1,200,000.00
Georges River Council Georges River Council Olds Park Premium Sporting Facility Development Olds Park, 630 Forest Rd, Penshurst, NSW 2222 The aim of this project is to construct an innovative and inclusive premium sporting facility at the regionally significant Olds Park for use by all community members. This facility will include four, universally accessible changerooms and upgraded club and spectator facilities. $4,900,000.00
Mosman Council Mosman Municipal Council Balmoral Oval Surface, Irrigation, Drainage and Multi Purpose Upgrade Balmoral Reserve, The Esplanade, Mosman, NSW 2088 Upgrade of Balmoral Oval including playing surface redevelopment, installation of natural turf surface, improved drainage and irrigation, and construction of two new synthetic cricket wickets. In addition a new perimeter path will be installed, existing floodlights will be upgraded to LED lights and installation of Athletics surfaces to include all weather long jump running track, all weather surface for high jump and installation of all weather 4 lane 110 metre running track. $1,000,000.00

Matraville Sports High School Randwick City Council Matraville Sports High School Multi Sports Hub 1227 Anzac Pde, Chifley, NSW 2036 Upgrades to Matraville Sports High School to create a contemporary multi-sport hub that caters for a range of sports and multiple users with an emphasis on supporting those that need it most - females and all abilities participants. Including two new tennis/multisport courts, an amenities block, two ‘drop in’ all-abilities multi-purpose half courts, new lighting and gymnasium upgrades. $2,000,000.00
Campbelltown City Council Campbelltown City Council Develop Bob Prenter Reserve Redevelopment 51 Fields Rd, Macquarie Fields, NSW 2564 Bob Prenter Reserve is to become a high-quality, multi-sport precinct that caters to several sporting clubs, community users and passive recreation. The existing grandstand will be redeveloped into a shared facility with publicly accessible toilets, seating and viewing terraces. ‍An adjoining new building will consist of four female friendly changerooms and community amenities alongside replacement of the existing lighting systems. $5,000,000.00
Helensburgh Fitness Club Pty Ltd Wollongong City Council Gymnasium Building Addition and Accessibility Upgrade to Burgh Healthy Hub  Burgh Healthy Hub, 338 Cemetery Rd, Helensburgh, NSW 2508 A gymnasium room will be constructed adjoining the current Burgh Healthy Hub building, including a gym with fitness equipment on the first level, a purpose-built room that caters for gymnastics, aerials, circus and tumbling on the second level and a green space on the roof.  This addition will  include a lift, accessible universally designed new amenities and upgraded flooring in the current building  to provide an accessible area for soccer, netball, bouldering, and kid’s zone. $2,108,093.00
Bankstown District Amateur Football Association Canterbury-bankstown Council The Crest Sporting Complex - Fields and Lighting Upgrade.  The Crest Sporting Complex, 10 Carysfield Rd, Georges Hall, NSW 2198 The Crest Sporting Complex - Fields and Lighting Upgrade project, will encompass four football fields being reconstructed including new drainage, the existing cricket pitch will be removed and replaced & the existing lighting will be upgraded $1,590,000.00
NSW Biathlon Association Snowy Monaro Regional Council Jindabyne Sport&Recreation MultiSport Facility Upgrade and Extension Jindabyne Sport and Recreation Centre, Barry Way, Jindabyne, NSW 2627 The facilities upgrade and extenstion will include further construction/extenstion of the 1km roller-ski and cycleway track to 2km km and connection of the loop at 1km to allow for criterium cycling, installation of lights for female safety/night time, resurfacing of synthetic athletics track and inner grass field, accessible, universal-design change rooms and ammenities for community use. $3,615,500.00
Tocumwal Golf & Bowls Club Ltd Berrigan Shire Council Tocumwal Golf & Bowls Club Multi-Sports & Pickleball Project Tocumwal Golf Course, 16 Barooga-Tocumwal Rd, Tocumwal, NSW 2714 Tocumwal Golf and Bowls Club upgrade will resurface two bowling greens with a synthetic grass surface, install 6 Pickleball courts, move the Pro Shop, fit an elevator and construct Bowls Clubroom amenities and golf buggy storage underneath the current Clubhouse. The project will create a junior golfing program and retrofit the old Pro Shop into the home of the Southern Riverina Junior Golf Academy. $3,547,000.00
Wollondilly Shire Council Wollondilly Shire Council Implementation Of Picton Parklands Masterplan - Picton Sportsground Precinct  Picton Sports ground, 15 Fairleys Rd, Picton, NSW 2571 The project will incorporate the Stage 2 medium priority items reflected in the Picton Parklands master plan adopted (August 2022). This will include upgrade to the multi-use sports fields for soccer, cricket, oztag and any associated earthworks, drainage / irrigation and lighting. $1,700,000.00
