NSW Football Legacy Fund 2022-23 Grant Recipients

Infrastructure stream

Program function: Forming part of the NSW Football Legacy Program, the NSW Football Legacy Fund will see up to $6.21 million invested over two and a half years to support the development of football infrastructure and participation programs as a result of NSW hosting matches for the FIFA Women’s World Cup 2023TM. The NSW Football Legacy Fund has two separate funding streams, Infrastructure and Participation.

Infrastructure stream: A total of $2,500,000 (Ex GST) is available in Round 1 for infrastructure projects. The Fund can be used for upgrading existing or constructing new football facilities that demonstrate inclusive and accessible design, maximise community participation and demonstrate provision of accessible program content.

Program term: Applications opened on 5 September 2022, closed on 14 October 2022 and grants were announced in January 2023. Projects are expected to commence from 1 January 2023 and be completed by 20 January 2025.

Applicants: A total of 39 applications were submitted for consideration, 29 of which were successful. The total amount awarded through Football Legacy Fund – Infrastructure Stream is $2,499,960 for projects with a total value including co-contributions of $5,825,357.05.


Probity: The Office of Sport engages an independent probity advisor to oversee its grant programs. The role of the probity advisor is to ensure program administration satisfies probity principles of impartiality, fairness, accountability, confidentiality and achieves policy objectives. In doing this the probity advisor:

  • Reviews and provides feedback on key program documents
  • Provides clarifications to queries when required
  • Recommends management action for conflicts of interest and any other probity issues that arise
  • Attends assessment meetings to ensure, amongst other things, that assessment criteria are applied diligently, and the assessment is based on information provided by applicants.

With respect to this particular grant program, the probity advisor confirms the process was open and fair and there are no outstanding probity issues.

Source agency: The NSW Office of Sport administered the Program on behalf of the NSW Government. Final decisions on the award of funding were made by the Minister for Sport.

By terracing this area with sandstone blocks, concrete stairs and paths we will provide safe and accessible seating and pathways. The new infrastructure will also provide a link to a council footpath. Pedestrians currently have to enter and exit our facility by walking on the edge of a road. The area in question is unsuitable for any use, even camp chairs are hard to use comfortably. This encourages spectators to congregate on the edge of the road making it even harder for pedestrians.

Dalmeny Oval is the key football location for training and competition in the south of the Eurobodalla, home to Narooma FC and Narooma Pirates Cricket Club in the summer season.

The 100 Lux LED lights will achieve match and training standards on two fields.

The park currently has 2 full size playing fields, and this funding will place 3 spectator stands at each field, with the flexibility to be able to move the seating between pitches as demand dictates. Each stand can seat 60 people, is structurally engineered, includes footrests and backrests with an extra safety support bar, is built-to-last with a durable fabricated aluminium frame and is warranted for 7 years.

Participation stream: The Participation Stream has been allocated $1.21 million over two rounds. The NSW Football Legacy Fund will be delivered by the Office of Sport in collaboration with Football Australia, Football NSW and Northern NSW Football.

Program term: Applications opened on the 2nd September 2022, closed on the 14th October 2022 and grants were announced in January 2023. Projects are expected to commence by January 2023 and be completed by January 2024.

Applicants:  A total of 78 applications were submitted for consideration, 73 of which were successful. The total amount awarded through Round 1 Football Legacy Fund 2022/23 is $649, 974.96 for projects with a total value including co-contributions of $1,080,102.35.
